I took my dog to the vet but it cost more then i can afford does any one know anyone that can help? - puppy has fast heart rate

My dogs eyes are shaking side to side and his record is bad. In addition, the rapid heart beat?
I do not know what their poor weired. and the ear is infected because he was attacked by another dog HES only 8 months hes a puppy, but a great hes 40 pounds and the vet bill was for 1400 $ I can not afford it, but I need to do something for him . Anyone who knows anything or any program that can help me
